The Regulations Wing, S&GAD has examined the matter and it is observed that promotion was made in the prescribed manner and such manner is prescribed in the relevant service rules. The Regulations Wing, S&GAD Notification dated 07.02.2023 provides that notwithstanding the method of recruitment to the post of Junior Clerk (BS-11) prescribed in the respective service/recruitment rules of various departments in Punjab, twenty percent posts of Junior Clerk (BS-11) shall be filled by promotion from amongst the employees of all categories from BS-1 to BS-8, employed in the respective office/department/functional unit, who are otherwise eligible for appointment to the post. If none is available for promotion, then by initial recruitment.
The qualification for initial recruitment for the post of Junior Clerk (BS-11) is “Higher Secondary School Certificate (2nd Division)”, while for promotion of existing employees (BS-1 to 8), the qualification which is mentioned in the relevant service rules of the concerned Administrative Department will be applicable.
If the “HSSC (2nd division)” is mentioned for promotion of such employees in the service rules, the same would be applicable in the instant case, and if the qualification of Matric or Matric (2nd division) is mentioned in the rules, the same is needed to be made applicable for the purpose. As far as the circular letter dated 11.04.2023 issued by the Personnel Wing, S&GAD is concerned, the same is applicable to the employees of S&GAD only.
